The Director of Physical Planning at Kampala Capital City Authority (KCCA), Mr. Vincent B Byendaimira, and Mr. Tukwasibwe Benard, recently took part in a high-level strategic real estate engagement aimed at fostering investment and development opportunities in Kampala. Hosted by Col. Edith Nakalema, Head of Unit, the meeting welcomed a delegation of Eritrean investors; Mr. Kesete Samuel, MD – Concord Apt. Warsay, Miss. Rahwa Temesgen, a Consultant and Mr. Samuel, GM – Golden View Property, keen on exploring the city’s urban development potential.

This important forum provided a platform for exchanging valuable insights on how to improve coordination between stakeholders and enhance the overall investor experience. Discussions focused on key areas such as urban development policies, construction processes, and planning procedures that are critical to sustainable city growth.

Mr. Byendaimira underscored the significance of the Integrated Revenue Administration System (IRAS), introduced last year by KCCA, as a transformative tool designed to streamline the development application process. IRAS has notably improved response timelines, making it easier and faster for investors to navigate regulatory requirements.

Investors were also advised to engage with KCCA prior to land acquisition to ensure compliance with the updated building guidelines, which are expected to be rolled out in August 2025. This proactive approach aims to minimize challenges and align projects with Kampala’s urban planning framework.

Demonstrating SHIPU’s commitment to continuous collaboration, Mr. Byendaimira pledged to visit the Eritrean House of Worship in Buziga this Sunday. The visit will focus on providing expert guidance on accessibility and transportation routes around the venue, ensuring smooth integration with the city’s infrastructure.
