UGANDA, GERMANY DEEPEN INVESTMENT COOPERATION AS AMBASSADOR VISITS SHIPU

KAMPALA, Uganda – September 30, 2026 – Uganda and Germany have reaffirmed their commitment to deepening investment and commercial cooperation, with a focus on industrialisation, green transition, e-mobility, agricultural value addition, skills development and trade.

The commitment was highlighted during a courtesy visit to the State House Investors’ Protection Unit (SHIPU) by the newly appointed German Ambassador to Uganda, Her Excellency Sigrid Sommer, accompanied by Mr. Philippe Roussel, Deputy Head of Development Cooperation and Second Secretary at the Embassy of Germany.

The engagement, hosted by the Head of SHIPU, Col. Edith Nakalema, brought together key Government representatives, including Mr. John Bosco Lwere of the Uganda Free Zones and Export Promotion Authority (UFZEPA) and Dr. Israel Mugezi of the National Planning Authority (NPA), who shared insights on Uganda’s investment opportunities, economic outlook and development priorities.

Discussions focused on opportunities to expand German participation in Uganda’s industrialisation agenda, particularly in agricultural value addition, renewable energy, e-mobility, infrastructure, technology and skills development, in line with the priorities of the National Development Plan IV (NDP IV).

Col. Edith Nakalema reaffirmed SHIPU’s commitment to creating a secure, transparent and efficient investment environment by coordinating Government Ministries, Departments and Agencies (MDAs) to address challenges affecting investors and reduce unnecessary administrative delays.

“Uganda is open for business, and SHIPU is ensuring that investors receive timely, coordinated and decisive Government support.

Our message is clear: wealth creators must not be delayed or frustrated by public officers; they must be enabled to invest, create jobs and contribute to Uganda’s transformation,” Col. Edith Nakalema said.

She cited SHIPU’s support to German-led Floras Best Greenhouses Ltd in resolving inter-agency challenges as an example of coordinated Government intervention to facilitate investment and ensure that investors receive timely support.

The delegation was also briefed on the Electronic Investors Protection Portal (EIPP), a digital platform that enables investors to undertake due diligence, connect with relevant Government institutions and report investment-related challenges.

Furthermore, Mr. Lwere highlighted opportunities for German companies to utilise Uganda’s Free Zones as production and export hubs serving the wider East African Community market.

He also emphasised the need to transition from exporting raw commodities such as coffee and sesame towards higher-value processed products through technology, investment and industrial partnerships.

Dr. Mugezi a representative from the National Planning Authority, also outlined some of the  investment opportunities under NDP IV, including agriculture, tourism, minerals and green technologies.

He cited opportunities in coffee processing, dairy manufacturing, component production for the Kiira Vehicle Plant and solar-powered irrigation, while identifying strategic projects such as the Oil Refinery, East African Crude Oil Pipeline (EACOP) and Standard Gauge Railway (SGR) as potential areas for investment partnerships.

Her Excellency Ambassador Sommer commended the longstanding Uganda–Germany relationship and acknowledged the contribution of German enterprises to job creation, skills development and local economic growth.

She highlighted a €6.25 million EU-co-funded initiative aimed at supporting the formalisation and traceability of Uganda’s mining supply chains, with the objective of strengthening the country’s mining sector.

The Ambassador also pointed to upcoming platforms for advancing commercial cooperation, including the EU Business Forum, Bilateral Government Negotiations and the German-African Business Summit, as opportunities to strengthen engagement between German and Ugandan businesses.

The engagement reaffirmed the shared interest of Uganda and Germany in expanding commercial relations and creating an enabling environment for investment, trade, technology transfer, industrialisation and sustainable economic growth.
